| Description | The guidelines aim to identify the current problems of procurements and propose practical solutions of them. The first part (1) The first part is a summary of recommendations for authorities, i.e. executive summary. The legislative framework of procurement including its future changes is set in the second part (2). The section P1 focuses on the geographical scope of particular franchises; the section P2 focuses on the length of contracts. Several specific examples, which optimize benefits of tendering for the clients, are elaborated in the section P3. |
