The common picture of the battlefield is a fundamental issue in the concept of NEC. Existence of a common picture of the situation is a prerequisite for joint decision making in command and control systems. The Operational and tactical command and control system of the ground forces (GFCCS) has been operational since 1997 (only for ground forces) and apply the two dimensions (2D) picture of the tactical situation. The paper deals with design services that will be used to visualize the available data on the tactical battlefield in three dimensions. The main issue is the methodology of 3D visualization of tactical data and software to verify the data visualization capabilities of the real terrain. Services are built on Service Oriented Architecture (SOA).
