Effective tool or useless list? Projects of Common Interest in the sector of natural gas in Southeastern Europe

| Popis | This paper focuses on the European Commission’s Projects of Common Interest (PCI) in the natural gas sector in Southeast Europe, covering Albania, Bulgaria, Croatia, Romania, Serbia, and Slovenia. The paper’s objective is to assess the potential of these projects for increasing the energy security of the countries discussed. The paper includes a series of case studies in which infrastructure projects from the PCI list are analyzed. For assessing the impact of these projects, a set of indicators was created. These indicators focus on diversification, sufficient quantity, and vulnerability. The indicators were derived from established analytical models and relevant literature and provided evidence-based findings, constituting a realistic image of the projects’ impact. The authors concluded that examined projects have the potential to increase energy security in Bulgaria, Croatia, Romania, Slovenia, and Serbia, while their impact cannot be realistically assessed in Albania for the current absence of a natural gas market. The research also revealed a significant shortcoming of the PCI list. It includes projects that are still in their early stages of development, with unclear financing, routing, and sources of supply or known market demand. Still, despite these flaws, they were marked as important and received financial aid. |
