Chice of this topic is motivated by an effort to contribute to solve the problem representing principal challenge for economic - political consultancy: what institutions should be used to set political-economic processes, so that representatives of economic politics would be more motivated and would have simultaneously better opportunities to represent voters interests and would satisfy their needs. One of the institutions, which deserve to pay attention to, in context with given question, is direct democracy. In relation with present discussion about implementation and developmentof direct participation rights in the Czech Republic, where citizens are given general institutions of direct democracy only on municipal lelvel and according to their more frequent usage arises need to research previous experience with local referenda from the view of their impacts to quality of economic processes. This research project links to conclusions of proposers dissertation, where are stated theoretical arguments and empirical evidence on behalf of semi-direct democracy in comparison with pure representative democracy. Comparative institutional analysis together with empirical evidence of using local referendums in the Czech Republic promises to deduct normative implications concerning opportunities and boundaries of development of direct democracys tool in the Czech political-economic system.
