Description Open access competition in provision of rail passenger services has developed substantially in the EU in the last few years. Open access operators have been present for long time in the UK and Germany, however they has tended to concentrate on niche markets and their market shares are very small. Moreover, there has been development of open access in other countries after 2010. In Sweden, Italy, Austria and the Czech Republic open access operators has entered main routes and has started very intensive competitive pressure on the incumbent. This results usually in heated price war with subsequent increase in usage and unclear long-term consequences for the industry. The aim of the paper is to review empirical and modelling experience with open access in passenger rail services. The first part of the paper reviews European experiences with introduction of open access into rail services provision. Given the lack of sufficient long term empirical experience, the second part reviews relevant modelling work.
