| Description | Contribution discusses the effectiveness of administrative punishment in connection with so-called "precedents", which establish a consistent administrative practice. Outlined problems are at first analyzed from the perspective of the first instance decision-making so subsequently we can make synthesis of obtained knowledge and apply it on the second instance decision-making. |
