Description The paper explores potential risks associated with expected growth of Near Earth Objects mining. It revisits the original dilemma posited by Carl Sagan and others in 1990s. The original dilemma was a product of Cold War era and focused on misuse by major powers. Current developments suggest an entirely different risks, associated with commercial entities and non-state actors. Potentially catastrophic inflections could result from either mismanaged industrial accidents or, conceivably and intentionally, from terrorism.
