| Description | Electoral systems offering two votes – first for specific candidates and second for political parties – significantly spread into countries with stable as well as consolidating democratic systems at the beginning of 1990s. The purpose of this kind of electoral systems, called mixed-member, is to expand the options of voting for citizens, and at the same time to adjust the conditions for behavior of political parties to support democratic regime at any level of development. But the inside mechanism processing the votes is too complicated, which, if is not understood by voters correctly, can lead to decreasing legitimacy of whole democratic establishment. The presented work on cases of Lithuania and New Zealand analyze typical tendencies and trends in voters and party behavior with the aim at the capability of mixed-member electoral systems to fulfill the optimistic expectations of democratic functioning. |
