Description Social exclusion is a complex multidimensional mechanism which simultaneously covers many areas of life and whose consequences go beyond the individual level. Problems associated with social exclusion are not confined to marginalized individuals and their families; the negative impact of this phenomenon concerns quality of life throughout the whole local society and indirectly manifest itself on a national level too. Given the existence of immediate manifestation, the phenomenon of social exclusion is primarily being more visible at the local levels. That is why the local governments are forced to deal with social inclusion seriously. This facilitates also the process of gradual change in liability (transfer from the central level to the regional and local level) and the application of the concept of active inclusion, both initiated and promoted within the European Union. This study maps the applicable procedures of local strategies in solving problems related to social exclusion and also identifies the facto rs that influence the formation and implementation of the agenda of social inclusion at the local level. In addition, it attempts to identify the role of key players in this field. Certain ambition of the study is also in uncovering of factors, mechanism and barriers which, vice versa, complicate the development of the involvement of local governments in the process of social inclusion. The study also focuses on some recommendations for setting up tools aiming at increasing the role of local governments in the process of social inclusion and on the development of mainstreaming in this area too.
