| Description | This paper analyzes the legal nature of service of members of armed forces and civil serv-ants under the Civil Service Act. Introductory chapter contains definition of the term “ser-vice” and a brief description of relevant legislation. Second and most comprehensive chap-ter includes a critical analysis of arguments for public legal nature of the service and ex-pression of the author's opinion on the question whether the service is by its nature a relationship private or public. |
