| Description | The paper is concerned with the analysis when the publication of a case by the Public Defender of Rights can be regarded as a punishment. Its first part describes situations when the publication can be done and the situations are divided in two parts: when the publication is meant as a punishment and when not. Then the paper deals with different functions the publication can have with the focus on the punitive function. Its last part supports the argumentation in the paper by the comparison with the publication of a decision on administrative offence. |
