Citation
Description The chapter of the peer-reviewed monograph examines the extent to which free royal towns in Hungary adhered to the regulations of the Hungarian Chamber, contained in the General Norm for the Regulation of Self-Governance from August 26, 1755, during elections and the exercise of their administration, using the example of the town of Prešov. The research is based on contemporary sources and municipal documents from the second half of the 18th century. The study's methodology consists of comparing the rules of the General Norm with data from restoration protocols and minutes of the town's magistracy. It was found that the process of renewing the magistracy in Prešov largely followed the prescribed norm, which indicates certain parallels with previous periods in the development of urban self-governance. Key findings reveal that the General Norm was intended for all towns with the aim of unifying administrative performance, although its full implementation took longer due to different developments and established procedures in individual towns. Despite the initial reluctance of the towns, the regulations of enlightened absolutism and interventions by state authorities led to an improvement in the economic situation, progress in various areas, and a significant shift in the process of unifying administrative bodies and structures in Hungary. The chapter thoroughly describes the electoral processes and analyzes individual points of the regulation in detail.
