Description Performance measurement is a cornerstone of effective public policy implementation, and compared to other EU policies the evaluation system of the EU Cohesion Policy (CP) is relatively well developed. CP performance is assessed through measurable indicators that enable comparisons between planned objectives and actual results; however, outcomes vary substantially across Member States. Only a few countries recorded more non-performing priorities (priority axes) than priorities that successfully achieved milestones, such as Slovakia. This study aims to analyse and evaluate the ability to fulfill project-level indicators in the 2014–2020 programming period, using fractional logistic regression on a dataset combining 2014–2020 project records from ITMS2014+ and the Register of Legal Entities.
