Description In the paper we focus on an Individual Action Plan (IAP). a new Active Labour Market Policy measurer. It is a tool based on philosophy of young and long-term unemployed activation whose initiation and implementation is in Czech environment fully in hands of regional and local employment agencies due to the fact of public policy decentralization and great discretion of local actors. Concretely we try to find regularity in different kinds of initiation and implementation of IAP in environment of four regional employment agencies in the Czech Republic. In particular case studies we notice both different kinds of IAP implementation (as the process of interaction between officials and clients) and specific institutional context of implementation. In the first case we try to classify different kinds of utilizing IAP by line officials describing it as bureaucratic, bureau-professional or professional. In the second case we observe characteristics of particular local labour markets, target groups of unemployed and employment agencies and their staff. To elaborate mentioned case studies we use three different data sources: experts papers, deep interviews with managers and line officials of employment agencies and organizational culture analysis. On grounds of ascertained data we set up both empirically tested models of different kinds of IAP implementation and final recommendation for securing professional implementation of IAP.
