COLLECTIVE BARGAINING AND ITS IMPORTANCE ON SKILLS’ FORMATION IN THE METAL SECTOR COMPARED TO THE SERVICE SECTOR IN THE CZECH REPUBLIC

Popis The objective of this study is to answer following general question: What is the difference between an employer’s demand and the formation of employees’ skills in companies covered by collective contracts in different sectors of the Czech economy? The Czech Republic is a county of advanced industry which has a declining trade union movement. Therefore the research is focused on the metal industry, which is characterized with higher coverage by collective contracts, and is compared to the sector characterized by low coverage of collective contracts –to the service sector. The theoretical framework is based on Dunlop`s industrial relations system theory and liberal market/coordinated market (LME/CME) models of economy. In both types of economies, skill formation and bargaining reinforce one another and underpin the trajectory of national economic development. The existence of collective contracts has an influence on the labour market segmentation. The theory of dual segmentation of labour market presents collective contracts as the important factor of integration of employees on the primary segment of labour market. We suppose that collective contracts provide some privileges and benefits, but non-existence of these contracts is not a single factor of marginal position on LM. Our expectation is that there will be a strong emphasis on general skills between newly hired employees in both the metal and service sector, but we supposed that there will also be a stronger emphasis on specific skills in CME companies.
