Popis This chapter contributes to theories of multilevel migration governance in two ways: (1) by exploring the link between municipal-level contexts of reception and attitudes toward migration among native-born urban residents; and (2) reflecting upon the tensions in immigrant reception between national and municipal levels. Our case is the city of Brno, the second largest city in Czechia. It is important to bring attention to “secondary cities” such as Brno in the study of immigration, as they play an important role in globalizing economies and attract increasing numbers of newcomers. We utilize a combination of primary and secondary data and look at how locally available “cultural repertoires” embedded in historic, social, and demographic characteristics of the city feed into municipal approaches to migration and local migration attitudes. Theories on “symbolic boundary work” help to reveal the grounds upon which social actors in Brno are made variously visible/included and invisible/excluded. Using an interpretive, critical, and cultural-sociological approach to the data analysis, we argue that understanding migration governance and the role of the local-level policy making in forming migration attitudes requires us to examine how city characteristics are meaningful to the relevant social actors.
