Popis While prominent in gerontological and policy debates, ageing in place has not evolved into a transformative ideal. It remains largely absent from older persons’ language, underdeveloped in advocacy, and weakly supported by public policy and investment. These limitations underscore the need to rethink ageing in place through alternative frameworks. Responding to calls for rights-based approaches to ageing, this paper draws on interviews with international experts in policy, civil society, and academia to examine long-overlooked human rights dimensions of ageing in place, identifying opportunities and challenges for transforming legal and policy frameworks, advocacy, and sociocultural norms. Findings indicate that reaffirming older persons as rights-holders repositions ageing in place from an individualised aspiration to a public issue linked to accountability for older persons’ rights. Human rights thus offer a counternarrative for claims-making, reform and collective action, engaging both state and non-state actors in building systems that value older persons as integral members of society and reinforce their agency. Beyond “staying at home for as long as possible”, a rights-based approach to ageing in place supports the right to live in the place of one’s choice across the lifecourse and promotes more equitable age and place relations by redistributing power in favour of older persons. However, rights-based approaches remain constrained by political resistance and uneven public accountability, highlighting the need for stronger social mobilisation around rights in later life. With momentum toward a UN convention, ageing scholars have a role in promoting rights-based ageing in place frameworks that deliver on their promise.
