Popis | Synthesis – which main policy and implementation problems influences the success of the reform, internal and external factors of success and failures, general and country specific reform problems. There were certainly ups and downs in the recent history of the Czech health care reform. A fundamental and possibly too fast transformation in early nineties changed successfully an old Semashko's system without harming a universal and quite generous access to care for the public. Completing several fundamental pieces of a reform was omitted as a price for that speed - clear identification of responsibilities and guaranteed benefit package of care, among others. Rising deficits, growing frustration of health care professionals were consequences. Voices for a fundamental reform started to be generally recognized already from 1995/1996. However, following fifteen years were full of reform proposals but almost zero reforms implementation. |
