Description Aim of the article is to examine how human rights protection systems interact, at the regional level (in our case European level, specifically the Council of Europe and the European Court of Human Rights level) and at the international, universal level created by the United Nations (especially, so- called Treaty- based bodies, that monitor the fulfillment of the obligations of specific UN treaties). International pacts, along with the Universal Declaration of Human Rights served as the base model for regional systems of human rights protection. We will follow mutual references, scope, and whether judicial and quasi-judicial authorities do use the same methods of interpretation and argumentation, and in particular whether and how they interact.
