Description | The article deals with the application of the benchmarking in the order to improve the management of the public organizations. First, the general framework of the implementation of the changes in the public administration is introduced, with an emphasis on the application of the methods, previously used in the private sector. The improvement of the quality of the public services and the savings of the public funds introduced new methods for the management of the public administration. The benchmarking is one of the methods to improve the quality of the public administration. In the Czech Republic, it has been mainly used in municipalities since 2000. The aim of this article is to identify the benefits of the use of benchmarking and their perception by the researched subjects (municipal authorities) and their development in time. The research was conducted in 2005 and 2013 in the municipal offices in the Czech Republic The research is based on the questionnaires and interviews. The results show that the most common benefit of the use of benchmarking is the very possibility of comparison and thus a municipality is able to determine its own position compared to the others. This implicates the consequent possibility of using good practice and using experience, suggestions and ideas of others and the possible application of the verified procedures. The benchmarking is an opportunity leading to the improvement of the organization, its performance and savings implementation. |
