Description With direct foreign investment and the development in the fields with high added value, there is a close correlation with the presence of highly educated and qualified foreign workers. The conditions and services (as aspects of the quality of life), which can be offered to this segment of the work force by the region or the city, are often one of the factors co-deciding the realization or transfer of an investment. For this reason the cities/regions/states are trying to build and intensively develop strategies and policy systems to care for this group of people. One of the basic premises of effective functioning of such a system is the suitable and exact categorization of the group of people it will target. The aim of this article is the analysis and evaluation of the chosen approaches used abroad such as OECD, EUROSTAT, countries of the European Union and other comparative approaches, which for now are used in Czech Republic, or even more rarely, in Brno. The aim also consists of the evaluation of the differences and of a list of indicators, which are available for the categorization of this group, which could be used in our conditions and would contribute to the expansion, concretization and overall improvement of strategies regarding highly qualified foreigners.
