| Description | In this contribution the goal is to cover an issue called a system bias. This issue is connected to these days process of recodification of public building law and thus is focused on changes on institutional governing of building authorities. Creators of Building Act Bill suggest to leave mixed model of public administration performance and to shift public building administration under the state governance. So this paper deals with explanation of the term bias as it represents the base for the system bias. Next there is recent judicial decisions on this topic and also amendments to Administrative Procedure Code. Eventually there are some of the consequences of above mentioned shift pursuant to Building Act Bill. |
