Description Functional regions are based on horizontal links, flows and interactions. Sophisticated iterative algorithms are used for their definition, which is never completely unambiguous. The term spatial uncertainty denotes that the affinity of regional building blocks to a functional region can vary. The same term applies to the different affinity of building blocks to functional regions over time. Existing knowledge both from the Czech Republic and abroad shows that even though the regional systems based on functional regions are relatively stable in general (links, flows or interactions on which they are based do not change rapidly and changes have certain level of inertia), there are some changes over time. The objective of the paper is to define functional regions according to the daily travel-to-work flows within three time horizons and to compare and assess changes, which occurred during 1991- 2011.
