Description This paper deals with the understanding of the principles of administration and management of various models of public administration introduced by public sector reforms abroad during recent decades and with the identification of their occurrence in current labour market policy in the Czech Republic. Our intention was to find out the following: (1) “What factors were there and how did they influence the governance of the Czech Labour Market Policy during the years 2011 to 2018 when its administration (Public employment services, PES) was being reformed?” and (2) “What principles of public administration that were introduced abroad have been implemented into Czech Labour Market Policy and how have they manifested themselves?” To answer these questions, we used a wide range of quantitative and qualitative sources (statistical data, strategic and declarative documents, expert interviews). The resulting findings show that some of the principles of new public management and public governance have been identified in the Czech Republic´s labour market policy. PES, through which Czech labour market policy is shaped and implemented, are currently characterized by centralized management, coordination through the newly established central agency (General Directorate of the Labour Office of the Czech Republic) and increased control of workers, costs, provided instruments and measures and their beneficiaries. At the same time, there is little central emphasis on modernizing PES and involving citizens in policy-making and implementation processes. Simultaneously, in Czech labour market policy, there remains a pre-reform trend in the marketization of services and in strengthening the partnerships between the authorities and local non-state actors, which in most regions fulfil only an informative function.
