Description Europe's media policy in the 21st century has been largely reactive. Directives and regulations have been used to respond to the decline in the freedom of expression of journalists, whistle-blowers, and rights defenders from abusive litigation to the increasing security risks posed by the information war and to the increasing perils of journalists' work. This reactive media policy has been inevitable, as changes and crises (pandemics and wars) as well as the polarisation of societies and the spread of populism have created risks for democracy that need to be respond-ed to as quickly and efficiently as possible.However, building on the results of the Mediadelcom research, we propose that proactive media governance would frame the reactive media policies that inevitably accompany the crisis. A proactive media governance requires the establishment of a media monitoring system in the Member States to detect emerging risks and to continuously analyse the resilience of society's communication culture.
