The concept of needs assessment deals with making decisions on the best use of the given resources spent on health care. -To develop a conceptual framework for understanding health needs. -To develop instruments for evaluation of currently provided health services. -To develop methods for prioritizing health services and for deciding on appropriate"packages" of primary care. -Implementation of the preliminary results.
