TEF-Health develops a world-class reference TEF with a threefold Objective: (1) Carrying out tests and experiments of AI solutions (software and hardware) in large-scale and sustainable real or realistic environments; (2) Implementing evaluation activities that facilitate market access for these trustworthy intelligent technologies, particularly by considering new regulatory requirements (certification, standardization, code of conduct, etc.), and ensuring easy access to these evaluation resources (link with digital innovation hubs, etc.); and (3) Optimizing investments and avoiding duplication of these testing facilities by capitalizing on past investments. TEF-Health has at project start already a high Maturity level. In many cases it provides already expertise and infrastructure necessary for design and implementation of AI testing methods in real world environments at a TRL 6-8. The TEF-Health’s main asset lies in the general structure of each node, designed to address the broad environment of evaluation and testing, to speed up the development and the market access of AI-based solutions in the healthcare sector. Each node combines several forms of testing: The real testing facilities (hospital platforms, both physical infrastructures and data infrastructures, living labs, etc.) and the laboratory testing ones. The supporting activities of defining evaluation protocols, developing evaluation tools, and assessing the conformity of smart devices complement these testing activities. TEF-Health will generate Impact by increasing effectiveness, resilience, sustainability of EU health and care systems; reduce healthcare delivery inequalities in EU; and ensure compliance with legal, ethical, quality and interoperability standards. TEF-Health fosters state of the art AI and robotics in healthcare and its long-term business plan tightly integrates with the one of EBRAINS RI on the ESFRI roadmap, thus achieving long-term financial Sustainability. The project forms a network of leading EU hospitals and Medical Universities e.g., Charité and Karolinska Institute, National Metrology Institutes for the definition of standards, and authorized certification bodies as well as innovation clusters on the regional and the EU scale, e.g., EITHealth, the EU Digital Research Infrastructure EBRAINS on the ESFRI roadmap and the European Health Data Space 2 consortium.
