Description This paper reflects on the corruption as one of the social deviations. The author defines the terms social deviation, normality, anomie and social control. Corruption then flourishes in the places where there are defects in normative systems and where imperfect social control is leading to social disorganization. Nowadays, as the borders between legal and illegal and between dirty and clean money are disappearing, it is very difficult to set general rules. Improvement of community’s political culture and accepting own responsibility for oneself and for the environment with the stress on creating civil society may lead to the successful corruption control.
