Description | Civic associations most often act as representatives of local citizens. People form an association mainly because they need to defend their interests, which do not have only environmental character. On the contrary, most often the citizens want to protect their right to privacy and family life and their property. Until this year a participation of environmental nongovernmental organizations in spatial planning had no visible effect. Associations could make comments, but they could not fill any court application against the adopted land use plan. In the spring 2014, the Constitutional Court attempted to change this practice. By the ruling of the Constitutional Court, NGOs were granted the right to challenge land use plans in court for the first time. That decision reopend a debate over the question of the extent to which citizens can participate in environmental decision making. |
