Description In most European coutries the foundations of the modern welfare legislation were laid during the second half of the 19 century. Socialunrest grew into unacceptable level and social problems could not be left unnoticed. The social system under the Austro-Hungarian Empire (including the Czech lands, i. e. also in Moravia and Silesia) was lergely inspired by the reforms imposed by Bismarck in neighboring Germany. The research article describes individual stages within this "social" century.
