Description | The article focuses on the decree-making process carried out by the Slovak National Council (SNR) both in the times of the Slovak National Uprising in 1944 and in the years 1945 – 1948. The author points to the fact that although the process of preparation of a decree, its approval and issuance was based on the traditional procedure, it was modificated to suit the extraordinary circumstances – firstly on the territory under rebellion, and then, in 1945, on the liberated territory where the new Slovak authorities had only started to operate. Owing to these special circumstances, the Slovak National Council did not reflect on the written comment procedure and the presiding body of the National Council (Předsednictvo SNR) had a dominant position. Beside this, the rules of the legislative process were formed at the same time as the first decrees were isuued, and not always the procedural rules were followed. |
