Description One of the first steps how to solve the euro crisis was to set up several temporary financial assistance funds. However, this temporariness seemed to be a nuisance, so an intergovernmental agreement between euro area Member States and the EU, in particular the reform of the EU Treaty, led to the establishment of a permanent financial assistance fund - the European Stability Mechanism (ESM). The ESM is also one of the funds to be involved in the European strategy , the so-called Recovery and Resilience Facility for the EU.
