Description This article deals with the concept o civilian power. The author concludes that there are several attributes that allow the use o military force by civilian power. On grounds of the concept of civilian power, it is possible to assume that use of military by civilian power is characterized by the following attributes: 1. Military force is the ultimate means of solving a conflict after the exhaustion of all non-military possibilities, 2. Civilian power plays an active role in solving the crisis and military devices serve as a support to non-military devices, 3. Military operation absolutely complies to international law, 4. Military operation aims at supporting and defending human rights, 5. While using military force, it is strived to reduce damages and losses not only on ones own side but also on the opponents side and 6. Military action takes place in a multinational framework (with possible exception of self defence) and is not a tool of a unilateral policy.
