The first section deals with a problem of a theory of public good and a metodology of effectiveness in public sector (a theory of groups and organizations, a theory of public good) . The second section presents the most importante tools in management and administration of a non-market sphere and is closely linked into the last section, which is based on a six specific analyses of six parts of public sector.
