Description In the paper we devote to the activation programs for unemployed people presenting case studies of socially problematic and socially unproblematic regional labour markets in the Czech Republic. In the concrete we try to identify the shape of contemporary Czech labor market activation policy and the specific conditions that make possible office workers exercise individualism principle with unemployed people. Furthermore we investigate how randomly selected unemployed perceive this principle. Results point to the inclination of all surveyed organizations to the rigid governance exercise of activation programs (we mark it encapsulation against innovation) in problematic and unproblematic regions. It approves to strengthen of current personal, financial and technological resources and reinforce of activation programs structure and implementation conditions (that are perceived to be firmly established without possibility of their change). Nonetheless the socially problematic region embodies higher organizational flexibility against external changes than the unproblematic region: we can find here high cooperation of the wide pallet of governmental and nongovernmental organizations, legislation evaluation and survey and innovative thinking about activation programs and work procedures tuning.
