Description European aspects of local self-government represent one of the features that can and should contribute to the real free movement of persons within the European Union. The reason is, simply said, that the movement of persons within the EU is always movement not only in the territory of the national states, but at the same time in the territory of municipalities and cities that are units of territorial self-government. The text of this contribution focuses not only on the activity and documents of the EU (special attention is paid to the principle of subsidiarity and the municipal right of EU citizens to vote and to stand as a candidate), but also on the activity and documents of the Council of Europe (mainly on the European Charter of Local Self-Government). The author in the end comes to the conclusion that democratic Europe is not and cannot hope to be merely a union of sovereign national states, but it is and has to be a Europe of citizens, and effectually the community of free people whose matters are solved as transparently and as close to these people as possible, and this is regardless of which European state the given person located in. The institutions and documents which are mentioned in this text may help to the real realisation of the submitted idea.
