The absence of health insurance services make problems in providing and financing health care. Long term existence of unfulfilled requirement set of recommendations that reflect current scientific evidence and the demands of modern medicine to the maximum benefit of patients (Evidence Bassed Medicine) and objective scientific evidence to the effect of cost (cost benefit). The project is designed to fulfill the above expectations, build on current projects addressing the systemization of health services, created a standard development methodology, framework by transferring theoretical knowledge into practice, created a practical basis National set of standards directly applicable in practice and ensure methodological, procedural and personnel background for further development of standards within the "life cycle".
