Description Achieving territorial cohesion is one of the fundamental objectives of the European Union regional policy. However, territorial cohesion, which should be a tool for the balanced and sustainable development, has still not been defined. Moreover, its ambiguity gives rise to widening number of the different interpretations and approaches to territorial cohesion. On the one hand, the main feature of dominant economic development model is supporting global competitiveness of the European Union, on the other hand, within the framework of regional policy there is an effort to remodel existing regional inequalities in more territorially and socially cohesive form. The incompatibility of objectives and meanings of territorial cohesion is largely caused by unclear notion of scale which should be used to achieving territorial cohesion. The main aim of this paper is a critical examination of conflicting approaches to territorial cohesion, especially the relationship between economic competitiveness and socio-spatial aspects of territorial cohesion in terms of spatial justice, while taking into account the scale-dependency issue of the concept.
