Description The article focuses on the view of the historical research on the transformation of the structure of the bureaucratic apparatus as a corrective of a sociological concept. It alerts to the unevenness development of the offices within the administrative apparatus and the resulting different tempo of the progressive bureaucratization. The article also asks question about when the change from monarch ministers to bureaucratic officials happens, therefore since when the individual parts of the office staff consider themselves as officials? It demonstrates, that neither changes in the internal structure of the offices or the decision-making system are not proceeding at all offices in the same time, usually the process is different from office to office. The bureaucracy seems like continuously developing organism, which immediate condition is dependent on the existing administrative system and the social conditions.
