| Description | The article deals with the issue of offenses whose substance is committed abroad but whose effect occurs in the Czech Republic. It focuses on three key stages of administrative punishment of these so-called distance offenses – their detection, prosecution, and enforcement of imposed sanctions. The article analyses the legal framework of the territorial scope of the Act on Liability for Offenses and points out the practical and theoretical problems that arise in the cross-border application of Czech administrative law. Based on the practical experience of the Institute for State Control of Veterinary Biologicals and Medicines, it describes specific difficulties in identifying perpetrators, delivering documents, translating documents, and international cooperation. The article further places the issue of remote offenses in the context of cybercrime and the normative and executive extraterritoriality of norms, while pointing out the absence of an effective system of international administrative assistance. The conclusion proposes possible ways to improve legislation and organizational practice so that offenses with a cross-border element can be punished more effectively and the actual enforcement of imposed sanctions can be ensured. The aim of the article is to contribute to the professional debate on the possibilities of administrative punishment in a digitally connected and globalized environment. |
