| Description | The chapter deals with the conditions for restricting the rights of foreigners from non-EU countries during times of crisis. Specifically, it analyzes the constitutional regulation of so-called states of emergency, the conditions for their declaration and duration, the powers of constitutional bodies during these periods, and the restriction of constitutionally guaranteed rights, specifically the rights of foreigners. It examines in more detail the situation that occurred in the Czech Republic in connection with the Covid-19 pandemic, when the public authorities massively used the possibility of restricting the rights of not only foreigners, but also citizens. |
