Description Public Sectors, measured as a share of total public expenditures on a GDP, has stopped in principle its continuous growth recently. Total public expenditures have stood still since that time. Does it mean current governments have found equilibrium or even optimal size of their Public Sectors? Apparently not. An attempt to create some new fiscal illusions is typical for modern welfare states. These illusions help politicians and bureaucrats to find legitimacy for further and extra interventions. It brings Public Sectors towards unprecedented hypertrophy
