Description In the contemporary postmodern society low-skilled people suffer from social exclusion, marginalisation, unemployment and insufficient labour market policy maintenance. Deeper knowledge about designing, processing and effects of training programmes for low-skilled unemployed may be useful for policy-makers, interest groups and policy analysts. Consequently is it possible to improve training programmes quality and low-killed living conditions as well. The aim of this paper is to propose the complex goal-oriented evaluation model of training programmes effects that focuses both on its outputs and on the implementation process itself.
