Description Flexibility of organizations to react to new social risks and the uncertainty produced by present-day post-modern societies is one of the key topics in the contemporary public and social policy. The paper focuses on how actual activation labor market programs and measures are implemented in two Czech regions (one socially problematic, the other socially unproblematic). Particularly, it deals with the ability of local organizations to cooperate and with the way local organizations use available financial, personal and technological resources (exploitation). Furthermore, it raises the question of whether the organizations try to innovate the existing activation programs and services for the unemployed (exploration) or not. Case findings of in-depth interviews with experts from the public and private sectors show that in all the surveyed organizations the tendency to exploit dominates over the tendency to explore.
