Resolution of the 286th Meeting of the Academic Senate of Masaryk University held on June 2, 2025

  1. The Academic Senate of Masaryk University in accordance with Section 9 (1) (b) (3) of the Higher Education Act approves the text of Amendment VIII. to the Statutes of Masaryk University, in the wording attached to the minutes of the AS MU meeting.
  2. The Academic Senate of Masaryk University in accordance with Section 9 (1) (b) (3) of the Higher Education Act approves the Second Amendment to the Rules of Procedure of the Board for Internal Evaluation of Masaryk University, in the wording attached to the Minutes of the AS MU meeting.
  3. The Academic Senate of Masaryk University in accordance with Section 9 (1) (b) (3) of the Higher Education Act approves the First Amendment to the Rules of Procedure of the Scientific Board of Masaryk University, the wording wording attached to the Minutes of the AS MU meeting.
  4. The Academic Senate of Masaryk University in accordance with Section 9(1)(d) of the Higher Education Act approves the Annual Report on Economic Activities of Masaryk University for 2024, in the wording attached to the Minutes of the AS MU meeting.
  5. The Academic Senate of Masaryk University in accordance with Section 9(1)(d) of the Higher Education Act approves the Annual Report on the Activities of Masaryk University for 2024, in the wording attached to the Minutes of the AS MU meeting.
  6. The Academic Senate of Masaryk University, in accordance with Section 9(1)(e) of the Higher Education Act, approves the Appendix to the MU Internal Quality Assessment Report for 2024, in the wording attached to the Minutes of the AS MU meeting.
  7. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, approves the legal action by which Masaryk University intends to conclude Amendment No. 1 to the Agreement on the Future Establishment of an Easement, ref. no. 5622074125, dated December 5, 2022, between Masaryk University and the Statutory City of Brno, ID No.: BRNO, and the Statutory City of Brno, ID No.: BRNO, represented by the Mayor of the Statutory City of Brno, Mr. Ing. No. 5622074125 dated December 5, 2022, between Masaryk University and the Statutory City of Brno, ID No.: 44992785, which extends the list of affected land on the property of the Statutory City of Brno on which MU engineering networks will be located as part of the construction project entitled "Biopharma Hub Masaryk University, change of construction – addition of optical networks", incl. addition of site plans, and the price for their use is set as follows: - affected land parcels no. 1329/2, 1329/10, 1329/16 and 1329/82 in the cadastral area of Bohunice, municipality of Brno (LV 10001), - price for the establishment of easement rights: parcels no. 1329/2, 1329/10 in the amount of CZK 460/m², parcels no. 1329/16, 1329/82 in the amount of CZK 760/m², to which the applicable VAT rate will be added to the final amount.
  8. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, approves the legal action by which Masaryk University intends to conclude a preliminary agreement on the establishment of an easement, whereby the parties undertake to establish an easement consisting of the right of Masaryk University to place on the servient land parcels no. 1331/110, 1331/257 and 1331/266 in the cadastral area of Bohunice, municipality of Brno (LV 10001) owned by the Statutory City of Brno, ID No.: 44992785, an engineering network (high-voltage cable line) and to enter and drive onto these plots for the purpose of its operation, maintenance, repair, modernization or improvement of its performance, for an indefinite period, for a one-time compensation of CZK 91/m2 of the easement area according to the geometric plan, to which the applicable VAT rate will be added.
  9. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, agrees with the legal action by which Masaryk University intends to issue a unilateral Declaration on the Establishment of an Easement, whereby an easement will be established in favor of the dominant land parcel No. 1329/54 in the cadastral area of Bohunice, municipality of Brno, consisting of the right to locate part of a building without a house number/street number – the UKB E25 pavilion, which stands on land parcels no. 1329/54, 1329/68, 1329/90, 1329/91, 1329/95, 1329/96, 1329/97, 1329/101, 1329/108 and 1329/109, all in the cadastral area of Bohunice, municipality of Brno, including its use, operation, maintenance, repairs and reconstruction above the servient land parcels No. 1329/68 and 1329/90 in the cadastral area of Bohunice, municipality of Brno, in their entirety, i.e. the right of the owner of the dominant land to use the servient land and space above this land free of charge for the construction of the building without a house number/street number - UKB E25 pavilion or part thereof, including the right to enter and drive onto these servient land parcels in connection with the use, operation, maintenance, repairs, and reconstruction of the building without a house number/street number - UKB E25 pavilion or part thereof, for an indefinite period.
  10. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, approves the legal transaction by which Masaryk University intends to conclude an agreement on the establishment of an easement for engineering networks, which will be in favor of the dominant land parcel No. 1682, which includes building No. 623, all in the cadastral area of Staré Brno, municipality of Brno (LV 109), owned by Masaryk University, to the servient land parcel no. 1680/1 in the cadastral area of Staré Brno, municipality of Brno (LV 60000), owned by the Czech Republic – Office for Government Representation in Property Affairs, ID No.: 69797111, an easement for an engineering network has been established in accordance with geometric plan No. 1678-171/2024, consisting of the right of Masaryk University and all other owners of the dominant land to establish, at their own expense and in a suitable and safe manner, on the servient land, operate and maintain an engineering network – a water connection to the building of the Faculty of Education of Masaryk University at Poříčí 7, Brno, for a fixed period (the period of existence of the engineering network), for a one-off compensation of CZK 4,403 (in words: four thousand four hundred and three Czech crowns) excluding VAT.
  11. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, approves the legal action by which Masaryk University intends to conclude an agreement on the establishment of an easement in favor of the dominant land parcel No. 1314, which includes building No. 2556, all in the cadastral area of Královo Pole, municipality of Brno (LV 2884), owned by Masaryk University, in favor of the servient land parcel no. 1317/1 in the cadastral area of Královo Pole, municipality of Brno (LV 4266) owned by the Brno University of Technology, ID No.: 00216305, consisting of the obligation of the Brno University of Technology to tolerate on the servient land in favor of the dominant land of the Brno University of Technology, parcel No. 4123-24062/2024, consisting in the obligation of the Brno University of Technology to tolerate on the servient land in favor of the dominant land of Masaryk University the placement of the outlet of micropiles statically securing the building No. 2556 in the cadastral area of Královo Pole and the placement of a drainage line, for an indefinite period, for a one-time compensation of CZK 19,500 (in words: nineteen thousand five hundred Czech crowns), to which the applicable VAT rate will be added.
  12. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, agrees with the legal action by which Masaryk University intends to conclude a preliminary agreement on the establishment of an easement, whereby the parties undertake to establish an easement in favor of the dominant land parcel No. 376, which includes building No. 201, all in the cadastral area of Veveří, municipality of Brno (LV 13) owned by Masaryk University, to the immovable property, i.e. to the building right of Dům AUGUSTIN s.r.o., ID No.: 08918759, which is encumbered on land parcels No. 372/1 and 372/2, all in the cadastral area of Veveří, municipality of Brno (LV 431), and which will become part of the building "Kolejní domy sv. Augustina" (St. Augustine's Dormitories), consisting of the right of Masaryk University, as the owner of the dominant land, to place and operate ventilation equipment in the niche of the perimeter wall of the building "Kolejní domy sv. Augustine", including the right of access for the purpose of inspecting and revising this equipment and access to the ventilation equipment in the event of extraordinary events, all free of charge for an indefinite period. The Bishopric of Brno, ID No.: 00445142, as the owner of land parcels No. 372/1 and 372/2, all in the cadastral area of Veveří, municipality of Brno (LV 431) in the Agreement on the Future Establishment of Easements, grants consent to the establishment of easements.
  13. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, agrees with the legal action by which Masaryk University intends to conclude a preliminary agreement on the establishment of an easement, whereby the parties undertake to establish an easement consisting of the right of Masaryk University to place, operate, maintain, and repair communication lines (optical network) on the servient land parcels no. 183/1, 184, 186/1 and 628/3 in the cadastral area of Komárov, municipality of Brno (LV 10001), parcel no. 1986/8 in the cadastral area of Černovice, municipality of Brno (LV 10001) and parcel nos. 547/1, 2040/1, 2040/3 and 2040/4 in the cadastral area of Horní Heršpice, municipality of Brno (LV 10001) owned by the Statutory City of Brno, ID No.: 44992785, to the extent specified in the geometric plan, free of charge for an indefinite period.
  14. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, approves the legal action by which Masaryk University intends to conclude a preliminary agreement on the establishment of an easement, whereby the parties undertake to establish an easement consisting of the right of GasNet, s.r.o., ID No.: 27295567, to establish and operate to establish and operate on the future servient land parcel No. 1102/3 in the cadastral area of Veveří, municipality of Brno (LV 13), owned by the obligated Masaryk University, gas facilities, including its parts, attachments, support and marking points, to the extent specified in the geometric plan, and including the right of access and entry to this land, for an indefinite period, for a one-time compensation of CZK 338.64/m2 of the easement area, to which the applicable VAT rate will be added.
  15. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, approves the legal transaction by which Masaryk University intends to conclude an Agreement on the Establishment of an Easement in favor of the authorized company CETIN a.s., ID No.: 04084063, for an indefinite period, whereby this easement consists in the obligation of Masaryk University, as the owner of the land and building, to tolerate the location and operation of communication lines and equipment in building No. 554, which is part of land parcel No. 228/5 in the cadastral area of Ponava, municipality of Brno (LV 90), within the scope of the Description of Location, which is an integral part of the agreement, on land parcel No. 228/1 in the cadastral area of Ponava, municipality of Brno (LV 90), Ponava, municipality of Brno (LV 90) to the extent specified in the Description of Location, which forms an integral part of the agreement, - on plot no. 228/1 in the cadastral area of Ponava, municipality of Brno (LV 90) to the extent specified in geometric plan No. 1358-606b/2024, which forms an integral part of the agreement, all for a one-time compensation in the total amount of CZK 500 (in words: five hundred Czech crowns), to which the applicable VAT rate will be added.
  16. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c) of the Higher Education Act, agrees with the legal action by which Masaryk University intends to conclude an agreement on the establishment of an easement for a cable duct owned by Masaryk University, located on plot no. 228/1 in the cadastral area of Ponava, municipality of Brno (LV 90), in favor of the entitled company CETIN a.s., ID No.: 303581, registered office: Ponava, municipality of Brno (LV 90), in favor of the entitled company CETIN a.s., ID No.: 04084063, for an indefinite period, whereby this easement consists in the obligation of Masaryk University, as the owner of the cable duct, to tolerate the placement and operation of communication lines and equipment in part of the cable duct to the extent specified in the as-built drawing and the cable duct profile drawing, which are attached to the agreement, for a one-time compensation in the total amount of CZK 100 (in words: one hundred Czech crowns), to which the applicable VAT rate will be added.
  17. The Academic Senate of Masaryk University, in accordance with the provisions of Section 9(2)(c), approves the legal action by which Masaryk University intends to conclude a preliminary exchange agreement whereby it undertakes to exchange in the future with KEY CITY Křídlovická s.r.o. (ID No.: 23122404) part of plot No. 1627, from which part "b" with an area of 213 m2 will be separated and transferred to the ownership of KEY CITY Křídlovická s.r.o. and will be merged into plot no. 1598/1 in exchange for the plot that will be separated from plot no. 1598/1, part "c" with an area of 211 m2 , which will be transferred to the ownership of MU and will be merged into plot no. 1627, all in the cadastral area of Staré Brno, municipality of Brno, according to geometric plan No. 1710-25034/2025 prepared for the cadastral area Staré Brno, municipality of Brno, after the specified conditions have been met, namely the construction of a car park on the MU land at the expense of KEY CITY Křídlovická s.r.o. in accordance with a project approved by MU. The exchange will be carried out without any additional payment. The costs of constructing the car park without accessories will be borne by KEY CITY Křídlovická s.r.o.
  18. The Academic Senate of Masaryk University recommends revisions to Amendment No. 4 of the Statutes of Masaryk University.
  19. The Academic Senate of Masaryk University declares its willingness to attend academic ceremonies in academic gowns.
