The core of the proposed project is investigation into the current legal regulation of financial and property relations of regional autonomous units. Thus making use of the comparative method is should carry out an analysis of the key within the European Union and legal orders of the states applying for EU membership, paying special attention to realization of the European Charter of Local Administration. The project will start with getting to know the particular legal orders, their subsequent description and evaluation with respect to the European standards. The project should also result in formulation of possible de lege ferenda solutions. The project also pays attention to creation of theoretical models of the relations among basis, higher autonomous units, and the state.
