Description One of the main aims of the European Union is to achieve comparable living standards across the Member States. It would not be possible without a support of regional development through the European Structural funds. To achieve this aim, there is an enormous indispensability of coordinating efforts of the Regions as well as the Member States and the European Union. The Framework rules of the European law and the cohesion policy are transposed to a form of particular procedures by the Member States. Subjects, acting on the level of regions corresponding to the statistic unit of Eurostat NUTS II, have a crucial importance for the organizational structures of the administration in the field of regional development. The objective of research of this contribution is to analyse the architecture and character of these subjects from the point of view of the administrative science.
