Popis The signal-sending aspect of sanctions has been attributed as one of the core functions of international and more crucially EU sanctions. While coercion remains the most discussed, yet seldom reached result of international sanctions, and constraining or denial may be achieved at a cost (and under specific circumstances) – signaling is ever present. This article investigates the signaling aspect of EU restrictive measures through the prism of norm conveyance theory and tests the application of this framework in assessing the signaling aspect of especially targeted sanctions. The framework rests on five dictums: consistency of coverage, retributive framing, fair image projection, proportionality, and inclusivity signaling in repeat application. The research is conducted utilizing heuristic qualitative frame analysis in combination with secondary target perception analysis.
