Popis The work is devoted to the problem of the functioning of the Russian language personality in the conditions of a multicultural space abroad. The principles of formation, assessment and measurement of linguistic competencies that are important for the individual of the 21st century as the era of global communications are substantiated on the basis of the anthropocentric systematization of competencies proposed by the authors. The systematization is based on the Etkind's “ladder of contexts.” This system is based on intercultural communicative competence, which is an integrative type of competence and includes general-language (ethno-language), general linguistic (ethnolinguistic) and general communicative competence as speech itself. At the level of a bi- or multilingual person in a multicultural environment, taking into account his biographical context, intercultural communicative competence can manifest itself as interlingual, interlingual and intercultural general communicative competence. The work also examines the problems of assessing and measuring the competence field of an individual. It is concluded that, having mastered all levels of competencies, general and individual, a person becomes the subject of his reality, carrying out conscious and environmentally friendly management of its components through their implementation at the level of language, speech, and communication.
