Popis The cooperation between V4 state leaders is in decline. Since 2022 in particular, one can observe a decrease in the number of initiatives. The Russian attack on Ukraine divided member states over fundamental issues. This text argues that the cause of the decline in V4 cooperation is the refusal of some countries to participate in a project which repeatedly gives the impression of being a counterweight to European integration. The original ambition of the V4 was not to become a type of ‘substitutive sub-regionalism’ cooperation, and Hungarian attitudes are becoming incompatible with the V4’s original self-presentation as ‘complementary sub-regionalism’.
